I actually translated "un col" and I got the meaning, but I don't get the question itself "Y a-t-il" ?

Try to answer : Qu'est-ce qui entoure la taille de la fille ?

-Elle est petite. "not sure".

What it seems to you : how is le col of this manteau ?

Try to answer : Qu'est-ce qui entoure la taille de la fille ?
-Elle est petite. "not sure".

Take the srtucture of this question :

Qu'est-ce > que + est + ce

a. que = ما for object
b. être > for description
c. ce > demonstrative pronom. We direct the attention toward.

...qui entoure... subject+verb

a. qui > relative pronom. It take back the previous noun or pronom, here ce. very useful to introduce descriptions.
b. entourer > verb. See the meaning in mys last post.

So we have the simple question : Qu'est-ce ? = ما هذا ؟

But we add a complement to the subjet ce/هذا it's introduced by qui : Qu'est-ce (qui entoure la taille) ? The complement which had been introduced with qui it's only an option in the sentence. No need it to have a complete sentence : Qu'est-ce ? = complete sentence.

Answer to the question if you get it.

We have two meanings, depend the syntaxe of the sentence, and so, the meaning of the sentence.

نكرة = un (masc.) and une (fem.). For both plural we use des. Here the article indéfini.

But sometime, des is the mark of the إضافة : la chambre des enfants. In this case, we could deploy (its صرف) the article des : de + les. Here you see the article تعريف. Here the article défini.

Okay, sorry.
Now I get it, but up there in the review my sentence was "Elle a des cheveux courts" and you said it can also be "Elle a de courts cheveux"Now why did you change the "des" into "de" when the two subjects are plural?
